William "Bill" Edward Milligan

William (Bill) E. Milligan, 89 of Parsons passed away peacefully Thursday, August 27, 2020 in
his home.
 

Bill is survived by the love of his life Emanel of 67 years: sons Bill Jr. (Sara) Milligan of
Rockford, Illinois, Tim (Barbara) Milligan of Bath Springs, and daughters Colleen (Don)
Derrington of Parsons, and Cynthia Richter (Scott Burkholder) of Decaturville, and one sister
Kristine (Hammelmann) Adrignola (Carl) of Rockford, Illinois. He is especially proud of his 7 grandchildren and
18 great grandchildren.

Community service was one of Bill’s passions. Some of the many accomplishments he
achieved in his lifetime include serving as the Kiwanis Governor for the Illinois Eastern Iowa
Division (1993-1994) and selected as Rockford Illinois Man of The Year. Bill was also
instrumental in starting the American Youth Soccer Organization (AYSO) during the early 80s,
being among the first to bring youth soccer to Rockford, Illinois. In addition to serving his
community, he also proudly served his country as a veteran of the United States Air Force. Bill
was an active member of his church and also took great pride in his career as an engineer. He
worked for 20 years at Barber Coleman Co and then continued work as a consultant for the Rock Valley College manufacturing processes program (M.A.P.) until he transferred to the University of Nevada, Las Vegas. Even though Bill lived a life filled with many adventures and
accomplishments, his most precious legacy was and will always be his family.
 

Visitation with the Milligan family will be held on Monday from 4 to 8 PM at The
Parsons Mortuary. Funeral services will be held Tuesday 11 AM at St. Regina Catholic Church
in Parsons Tennessee. Burial will follow at Duke cemetery.
In lieu of flowers donations can be given to Duke Cemetery or the American Legion.
